Mr. Garcia’s life-long interest in Africa drives his pursuit of responsible investment and development of permanent infrastructure in the region.
Mr. Garcia has extensive experience in government relations throughout Western and Central Africa. Over the past 15 years he has cultivated relationships with key government officials in a dynamic geopolitical environment. His expertise and relationships help clients identify opportunities and navigate the approval process.
Mr. Garcia currently serves as the Honorary Consul of the Republic of Guinea Conakry to California. He is Spanish, French and American, fluent in all three languages. He received his bachelor of science in technical sales and marketing in France.
Ambassador Dieudonne ANTOINE-GANGA
International Relations Expert
Dieudonné Antoine-Ganga is former Congolese Ambassador to the United States and Canada. Antoine-Ganga brings over 40 years of international negotiations and public relations experience. He offers a unique perspective on Sub-Saharan Africa.
Before joining Alicante Group, Ambassador Antoine-Ganga served as a consultant for the World Coalition on Africa in Washington DC and works on various missions to the United Nations and the African Union.
As a Congolese Ambassador to the United States, Canada, Ethiopia, Kenya, Eritrea, Tanzania, Sudan and Yemen, Antoine-Ganga brings extensive knowledge of Africa geopolitics and political affairs to Alicante Group.
Ambassador Dieudonné Antoine-Ganga holds a Doctorate in Political Science from the Sorbonne University in Paris. He is a published author of African history, religion, culture and politics. He is fluent in English, Lingala, Kikongo and French.
Tanya Gilbert
Special Advisor
Ms. Gilbert is a principal at Morris & Swanson a public relation company based in Los Angeles. Ms. Gilbert has over 18 years of experience specializing in advocacy, issue management, external affairs, and outreach to third-party stakeholders on federal, state and local issues. She designs and implements government affairs programs for a multitude of clients, as well as educate and activate client’s employees and vendors on critical legislation and public policy issues.
Ms. Gilbert has a broad background in local and statewide elections and California’s initiative process. She coordinated efforts to defeat state ballot initiatives in California and Oregon and has managed advocacy efforts on a variety of local elections and land use entitlement projects in California.
Ms. Gilbert has an impressive track record in developing and maintaining relationships with state and local organizations, business groups, minority organizations, agricultural groups, local elected officials, and community leaders throughout California and the Western States.
Ms. Gilbert graduated from University of California, Los Angeles with a Bachelor of Arts in Political Science. She is also fluent in French.
Guy Maurille Massamba, Ph.D.
Political Strategist
Prior to joining Alicante Group, Dr. Massamba advised World Bank on leadership development and training of its African public administration officials. He has provided consulting services for universities, multinational corporation and international development companies.
